In May of last year, City
Manager Julio Avael began to
tell the media outlets that he
would be retiring at the end of
2007— although he had yet to
tell his bosses, the Mayor and
the City Commissioners. Juliowatchers
suspected that this
was simply a logical cover story
to hide his disappointment
over the recent rejection of his
request for a new multi-year
contract.
In April, the Mayor and
Commissioners had considered
firing him on the spot but, in the
end, had decided to give him
a one-year transitional contract
to give them time to search for
and hire a new manager. It is
likely that Avael had no plans
to retire in 2007— until he was
slapped with the transitional contract.
