The Key West Citizen
Review Board (CRB) continues
to refine its operations to
become more efficient in carrying
out its mission. The CRB
has the authority to review and
investigate citizen complaints
concerning Key West police officers
and forward findings and
recommendations to the chief
of police, city management,
the state attorney, other state
and federal law enforcement
agencies, as well as grand juries.
The CRB also has subpoena
power.
Although only six years
old, Key West’s CRB is already
a model for other CRBs across
the nation. For example, the
CRB here was created and its
authority established by the
voters in 2002 as an amendment
to the city charter. What that
means is that the agency cannot
be abolished or its authority
diminished on a whim of the
city commission.
The Key West CRB was
created by the people, not
government; and only the voters can abolish it or modify its
authority.
